| Neighborhood Stabilization Program Partnership
Our Neighborhood Stabilization Program partnership with the City's Office of Housing and Rebuilding Together Alexandria (RTA) continues as a highly successful community collaboration to make home ownership a dream come true for Alexandria residents who would not otherwise be able to afford a home. This program provides the opportunity to stabilize neighborhoods by turning foreclosed properties into affordable, energy-efficient homes for these first time homebuyers, using HUD funds through the Neighborhood Stabilization Program administered by the Virginia Department of Housing and Community Development.
As of the end of April, seven homes have been purchased, rehabbed by RTA (using mainly volunteer labor), and turned over to their new owners. At this point in the program, funds that have come back in due to resales are being recycled into new acquisitions and renovations. We anticipate that a total of ten properties will be stabilized using the funds from the programs.
The City and VHDA are providing homeownership assistance loans to eligible households to make the homes even more affordable and preserve their long term affordability for future buyers.
The Neighborhood Stabilization Program (NSP) was authorized under the Housing and Economic Recovery Act (HERA) of 2008 to provide emergency assistance to state and local governments in acquiring and redeveloping vacant and foreclosed properties that might otherwise become sources of abandonment and blight within their communities. "This is a great use of federal funds, which are filtered from the federal government to the state and then to municipalities like Alexandria," said John Hall, field office director for the U.S. Department of Housing and Urban Development. "This program is meant to address the foreclosure and abandonment rate, which has been rising throughout the country."
